Windows 11 win 11 failed. can't repair. now says incompatible. is this part of the global issue?

had a computer running win 11 for over 2 years. last night it crashed and gets a registry error and keeps resetting. tried powering down 3 times to get in to repair mode but just kept restarting. used a iso boot usb to try to repair but it failed. tried to reset the updates but that didn't work. so i went to reinstall but now it says the computer is not compatible with win 11?
