Windows 10 Win10 update and cpu usage

I have to question First : ist normall cpu usage get high while win10 doing update ? And when I start pc I open task manager and look to cpu I saw cou usage jumping between 2-10 and cpu clock full boost 4.6 for minute u can say and then cpu usage back to 0% -1% and cpu clock back to 1.4 to 2.0 is it OK. Second : I upgraded my aorus z490 bios to f24 So I want to back to old one f22 . I read some people say its ok to roll back and some people say its not good maybe damage motherboard or something in motherboard ?
