Windows 10 Windows 10 1909 feature update fails - can't backup BCD

I have been putting off trying to resolve this issue with 1909 failing to install, but with 1809 going out of support soon, I'd like to get it resolved.


I have tried many time to upgrade to 1909 via Windows Update, but it fails every time.


Today I downloaded the media creation tool and made an ISO for the upgrade. I have run the installer several times and each time it fails at the very end of the first cycle when attempting to reboot. Checking the error log reveals this error:

The first significant issue is that, while I have an EFI partition, it was not mounted at F:. I used diskpart to mount it at F:, but the install still fails with this same error.


I am dual booting with Ubuntu and I wonder if something was corrupted during the install process, but I can't be sure.


I can access the mounted F: on CLI but not through explorer.exe. I've seen others report this same issue, but I have not seen a specific solution for my problem. The security issue with the partition seems to be at the heart of the inability of the installer to backup and update the boot code, but I don't know how to solve the problem.


Any help would be appreciated.
