Windows 10 Windows 10 Alt Tab Causes File Explorer to open randomly, crashes explorer.exe, Breaks Windows key, and Start Menu

I've re-created this on 2 computers so far, ran sfc /scannow on both with no issues.Computer SpecsGigabyte mainboard not sure which model off hand.Intel i9-9900knVidia RTX 3090Dell Optiplex 980Intel i7-870nVidia GT 730The first issue is just an annoyance, but "almost" every time I tab out of a fullscreen application (Like Rocket League mostly) File Explorer popups. If I alt-tab in and out multiple times (usually watching youtube between rounds or waiting for matches etc) then I'll have like 3 - 4 File Explorers popup on my screen I need to close out of.
