Windows 10 Windows 10 domain joined workstations time sync off by 15-ish seconds from each other

Hello,I have a Windows Server 2016 single DC domain with more than a dozen Windows 10 desktops. I have configured time sync for the DC to a GPS device. Via GPO, the DC is an NTP server for the Windows 10 clients. Also via GPO, the clients point to the DC for time sync. I have enabled logging, and I see the clients connecting to the DC. What I don't understand is, the clients time is slightly off from each other. By 15 seconds or so? This causes a problem for my customer's software. Has anyone ever seen this before?
