Windows 10 Windows 10 Enterprise 2015 LTSB 10240.18486 and .NET 4.7

Why do they claim LTSB versions will be supported for 10 years but then turn around and not include it under updates such as .Net 4.7?

Does anyone know of an upgrade path using LTSB without reinstalling from the ISO file? I looked in the catalog but found nothing like feature updates for LTSB versions of Windows.
