Opening Image/Mp4 and some of file also triggers error "File System error (-2147219196)"

Solutions I tried:

1. Did google search with probable solution & forum here.

2. Repair/Uninstall and Reinstall Microsoft Photo app

3. Ran some commands on powershell to remove Photos or command prompt to check on

4. I can't check for Window Update as it is crashing.

5. Used Win 10 bootable disk and tried to repair it but failed.

Do you have any other recommendations to fix this issue? I am sure I will be back here with some new issue in sometime lol!

Thanks
