Windows 10 Windows 10 File History set to "until space is needed" but reports "drive is full"

I have been using Windows 10 File History for years, with a My Passport external hard drive. File History is set to "until space is needed", which I think means it should delete intermediate backup copies to make space for new ones as required. Now I have received a message saying that the drive is full. I have checked that File History is still set to "until space is needed". This is the first time I have seen this message. The most recent question I can find on this topic dates from 2018, and was not answered fully. Can anybody help me with this problem? Please see screenshots below.
