Windows 10 windows 10 firewall problem

I tried to setup remote desktop for outside network and ftp sever for outside network in one windows 10 1909 computer.


This is what I did. I setup one inbound rule in windows 10 firewall, enable port 3389 for public, private, domain. In "scope" - allow all local computers and only my home IP from public. I did enable remote desktop in this computer. This is the problem: if my private firewall is on, then no remote desktop connection works, even from private internal network; If I disable private firewall, then remote desktop works for everyone! including public IP that is not my home IP. The same happened to port 21 (FTP)


I do have a Verizon fios router. So I did port forwarding for 3389, 21 in router setting. I don't think router configuration is a problem. Windows 10 is the problem. And I have two windows 10 computers in that office. One works as expected for 3389 port.


The only problem I can think of is that this troubled PC used to have a network profile as public. I since then corrected it. Now it is private. I ran out of options. Any idea? Thanks,
