windows 10 version is experiencing a 20 second lag before local Lan downloaded files are reachable. eg all small files ~5 kb. PC is not connected to internet. Trying to determine delay. Files are downloaded fromt he browser, and are attempted from chrome, firefox, Edge. HAve turned off cloud scanning function (as pc is not on WWW); not certain if this dealy /slowness is related to the windows machine, AV scanning, or some network / internal security rule /scan. If there is some way to determine what the lag is caused by this would be of use. I ahve tried the browser deduger however it seems
