Windows 10 Windows 10 install. Mouse can’t open anything. Keyboard shortcuts not working.

I removed Windows 10 and installed 8 a while back. Now there are no updates for 8, I reinstalled 10 last week and it seemed to function OK. Today if booted, but the mouse cursor cannot open any apps/programs. Also the Windows shortcuts on the keyboard do nothing. I tried three mice and the (and the keyboard work fine in Safe Mode. Most of the fixes online are “unavailable” in Safe Mode”. All the online fixes end up at click/right click. But the mouse isn’t functioning. Go figure. All I get is a rotating blue circle when I move the cursor into the task bar. I considered reloading Widows 10 from
