Windows Store app cannot run. Event log shows errors on every system start / restart like:
Installation Failure: Windows failed to install the following update with error 0x80070057: 9WZDNCRFJBQ6-Microsoft.Messaging.
Installation Failure: Windows failed to install the following update with error 0x80070057: 9NBLGGH4LS1F-Microsoft.StorePurchaseApp.
Installation Failure: Windows failed to install the following update with error 0x80070057: 9WZDNCRFJ3PT-Microsoft.ZuneMusic.
Installation Failure: Windows failed to install the following update with error 0x80070057: 9WZDNCRFHVJL-Microsoft.Office.OneNote.

Windows Apps trouble shooter says "could not identify problem."
WSReset in Admin cmd prompt hangs after alert "ms-windows-storeurgeCaches Invalid value for registry" but it will not tell me which key and what the "correct" value might be. There seems to be an interlock with Windows Update.
PowerShell "Add-AppxPackage -register “C:\Program Files\WindowsApps\Microsoft.WindowsStore_11801.1001.4.0_x64__8wekyb3d8bbwe” –DisableDevelopmentMode" command after getting messages for "missing AppXManifest.xml file" resulted in lots of those files being created in C:\WinSxS subfolders, C:\WindowsSystemApps subfolders, C:\Windows subfolders, C:\Windows\PrintDialog. Still many missing files including the WinStore directory.
Windows Update also "hung"- cannot install updates marked "Ready to install".
All attempts to solve the problems using Windows troubleshooter for Windows Update fail. Windows Update TS claims to find Update Database Corruption, but cannot fix it despite claiming to have done so (along with fixing Windows Update Components and pending updates.)
Running wu170509.diagcab (can't find info if this is appropriate version for Win 10 build 16299) claims to find database corruption, fix it as well as pending updates and repairing update components. But there is no difference in Windows Update behavior.
Have attempted multiple runs of DISM restore health both online and from source (install.edl) followed by multiple runs of SFC /scannow.
Most "standard windows 10 store ("metro") apps will not run - appear to only have tiles / start menu items that have only options to Unpin from Start or Pin to Task Bar, but cannot be opened or run.
