2020-02 Cumulative Update for .NET Framework 3.5 and 4.8 for Windows 10 Version 1903 for x64 (KB4534132) - Error 0x8000ffff
When turning the .NET Windows Feature on, I receive "Catastrophic Failure... Error 0x8000ffff"
Windows Assistant returns an error. Media Creation Tool returns an installation error. I cannot even successfully perform a factory reset.

Build: 18362.592
Installed: 09/24/2020
I did notice the updates failing around the fall of 2020. However, this computer was used primarily by a school-aged child attending remote learning - it was working fine for this purpose.
I've read and followed countless steps/methods found within Microsoft Community and Answers. Nothing has allowed this update to install.
