Windows 10 Windows 10 Pro - Reinstall

I have downloaded the MCT onto a brand new USB drive, but my computer has been completely cleaned, and when I turn it on, it immediately turns on to the root menu, as if it doesn't have a OS, I have tried to install it there and it does not work, there must be something that I need to adjust in the bios setup, please help
