Windows 10 Windows 10 Recovery will not let me reinstall from the Web

I wanted to wipe my computer of all personal information. I went to Settings: Update & Security: Recovery: Reset this PC: Get started. The first secure wipe worked, where I said reinstall from the web. I wanted to be sure to do a second secure wipe. To do that, when the computer restarted, I had to enter my Microsoft login information, my pin, and my router Wi-Fi password again. Now when I go to Settings: Update & Security: Recovery: Reset this PC: Get started, I select Remover everything (like I did before), and I get the message: "Could not find the recovery environment.
