Windows 10 windows 10 says this app has been blocked by system administrator

whenever i open some apps, for example games or some system apps like windows security, an error appears saying this app has been blocked by your system administrator. However this is my personal computer and i am unable to fix it. Could a virus took over my pc? And is there any fixes to this?
