Issue

Windows 10 several applications fail at launch with error message the service cannot be started, either because it is disabled or because it has no enabled devices associated with it. Windows 10 update 20H2 version 10.0.19042.685. Something is probably preventing side load a UWP package.


Applications which Fail
* Office 365 applications at launch. The combination of Windows 10 update 20H2 version 10.0.19042.685 and Office 365 version 16.0.13127.20616 does not work. Windows 20H2 version 10.0.19042.685 and Office 365 version 16.0.6701.1029 works (via install from four-year-old office 365 binary file).
* Application Install using Microsoft Store
* Reset via PowerShell of Microsoft store
* Adobe Creative Cloud Desktop automatic self-update

Some Steps Already Taken
* Uninstalled and reinstalled both 32-bit and 64-bit Office 365. Applications fail for all current releases.
* Ran repair on all versions of Office 365. Applications still fail.
* Ran Sara several times. Applications still fail.
* Ran dism restorehealth. Applications still fail.
* Sfc scannow. Applications still fail.
* WSReset.exe. Applications still fail.
* Windows update services shows running automatic each time checked. Applications still fail.
* Enabled services per various technical articles. These specifically show running automatic: Windows Update, Network Connections, Network List Services, DCOM Server Process Launcher, Windows Search, Windows License Manager Service, etc.
* Ran Windows update troubleshooter. Applications still fail.
* Boot in safe mode applications still fail.
* IPv6 already disabled.
