Windows 10 Windows 10 Time Zone is controlled by Outlook Time Zone setting

This is a problem and solution. I noticed my Windows 10 Time Zone was incorrect and any attempt to set the time zone manually (through windows settings or in Registry) would not hold. It kept reverting back to Eastern when I wanted Mountain. I decided to look at what the Time Zone setting was in Outlook, and discovered that when I changed it in the Outlook settings it finally fixed the issue. Seems like the Tail wagging the Dog. It was the Outlook Time Zone that was controlling Windows, even though they are supposed to be the same. Hope this may help others.
