Windows 11 Windows 10 to Windows 11 upgrade problem

I bought a refurbished dell 5490. The machine is elegible for W11 update as the hardware check indicates. It says when W11 is available I can update but no W11 is shown as available. After downloading W11 from the MS site and supposed install of W11 it stays on W10 pro. The screen and layout is W10 , not W11. On another almost identical machine the upgrade worked flawlessly.What should I do?
