Windows 11 Windows 11 22H2 - How can I disable the "set the screen brightness for best energy efficiency" setting?

I am running an external monitor from my laptop and this setting seems to be stuck on with no way to turn it off. I never even turned it on, it switched on automatically.The setting is under System -> Power and Battery -> Energy recommendations.I think it's causing my external monitor to slowly dim when the mouse is not moving. This is really annoying. Is there a way to disable this setting?
