Windows 11 Windows 11 23H2 Update will not run

Some time ago I installed Windows 11 22H2 on a new computer. Since then, it has automatically installed the monthly updates. It has never been offered the 23H2 update. When I try to install the 23H2 or 24H2 updates from a flash drive, I receive the error message "The PC doesn't currently meet the Windows 11 system requirements". Followed by 2 lines "Here's why:" and "You can't install Windows on a USB flash drive using setup". I have done the following to trouble shoot: The system SSD has sufficient space to run the updateRan Windows Update Trouble ShooterRan SFC and DISMReset Windows Update
