Windows 11 Windows 11 Administrator login: "Settings > Account > Other users" does not open. How do I fix this?

I am logged into the built-in Administrator account on Windows 11 Pro 22H2 build 22621.1105 (latest update.)I go to Settings > Accounts and click on "Other users".Nothing happens.There are also a number of other places where I click on something like this in the Settings App and nothing happens.It's the same with the User Account that I created for myself when I first got this PC. That account is an Administrator account as well.I know how to add and/or manage user accounts using other means. I just want to know what's wrong with the Settings App and how to fix it.Thanks
