This issue started after I upgrade from Windows 10 to 11. I was just using my PC normally the other day and noticed things were slower than usual. I checked Task Manager and everything was normal. I then tried to install the latest Intel driver to see if it makes things better, but to no avail. I then immediately tried switching Power mode to "Balanced" in windows' settings app, and the slowdown issue was fixed. I don't know if this is a recurring bug in Windows 11 that was left undiscovered, but it doesn't happen when my PC is plugged on AC power.
