Windows 11 Windows 11: Boots, can log-in, Black-screen: Can access Task Manager, cannot run Explorer.exe directly/load any desktop

Summary: I have a black desktop with a very visible mouse. Task Manager is available. I can run cmd/ps. I can run any web-browser except Edge. The computer no-longer has access to my cloud drives. There is access to the internet, but I cannot access my windows accounts properly. Trying MOST of the normal fixes (SFC, DISM, ScanDisk, Disk Cleanup, MSERT [returns "25 viruses" but on fixing no change]) return that there are no problems. Explorer.exe is present but does not run when run from shell/cmd. It runs indirectly when copying or browsing. Attempting to use Boot-time repair/emergency tools r
