Windows 11 Windows 11 change format and language at every boot

I have the exact same problem as this user: Regional format keeps resetting back to US every time PC is booted up. - Microsoft CommunityMine changes from the language i set back to USA (all by itself) at every boot.. how can this be prevented ?I am on home pc.
