Windows 11 Windows 11 don't start startup apps 3 out of 4 times

I have a clean Windows 11 installation on a brand new computer.SFC and DISM reports NO errors, yet most of my startup item, which ARE listed correctly don't start on login.I often have to restart the computer 3-5 times before they finally start up.I am an Insider, and have more than 35 years of computer experience (I call myself a nerd), but this problem makes NO sense to me.I have marked the apps/programs that actually DO start every time on my screenshot.I also checked the registry, to see if it was a specific section that doesn't load.ONE (SecurityHealthSystray.exe) runs from HKEY_LOCAL_MAC
