Windows 11 Windows 11 keeps making the "windowsbackground.mov" sound at random there is no notification or anything, what could be causing this?

Every now and then I am just using my computer like normal and all the sudden it makes the "windowsbackground.mov" sound effect at random no notification usually if it's an app the app will blink also there is no notification or anything just the noise at random what could be causing it?
