Hi, i've had the exact same setup of my pc for a few years now, on Windows 10. Never had any problem, today, I played GTA5 for a while, like always, on 4K 60FPS with V-Sync ON. After I finished playing i decided to go ahead with Windows 11 Upgrade. After which I was curious to test W11's performance so I went back into GTA5 and I saw that it's FPS is capped to 30FPS now, unless i turn off V-Sync in which case i'm getting around 80FPS, however I want to use V-Sync because I'm on a 4K TV not a Gaming Monitor so it works better.
