Windows 11 Windows 11 licence in Hyper-v

I have a retail version of Windows 11 on my Surface Pro, and I wish to install and activate another windows 11 in a Hyper-v session on the same Surface Pro using the same licence. Only one piece of hardware is involved, but I'm struggling to activate the hyper-v version. Is this possible?
