Windows 11 Windows 11 no menu choice to add folder to favorites

I just updated a nearly clean install of WIndows 10 to Windows 11. I lost all of the folders in quick access. If I right click on a folder and select pin to quick access nothing happens. If I follow copilots advice to add to favorites there is no menu pick anywhere that says add to favorites. I did a system file scan and got no errors.
