Windows 11 Windows 11 no notifications/banners in fullscreen mode

After some sort of recent update (not sure when it started happening), I do not get notification popups for any app if in a fullscreen game.DND is NOT on.Notifications in question set to high prority.All options for DND including turn on when in fullscreen mode OFF. Game bar settings checked, nothing disabling notifications is on.Game mode off. If I set the game to windowed, I get notifications. This also occurs in any other fullscreen app like a video on Youtube.
