Windows 11 Windows 11 not managing my 16GB RAM as it should after upgrading to windows 11 from windows 10 (when it launched)

I have an HP All-in-one w/16GB RAM bought with Windows 10. As soon after, Windows 11 launched. Since my computer qualified for the Windows 11 free upgrade, I took it. After that I've noticed that the computer showed signs of not utilizing the 16GB RAM as it should. I did a research on the topic in Internet, and somewhere I read that there were issues going on as the one I was experiencing. I told myself, well maybe HP or Microsoft will come up with a patch soon. Well, after I guess a couple of years or so, this computer still has the memory not utilized problem.
