Windows 11 Windows 11, PC when I restart (not shut down, restart) the computer doesn't boot properly

When I restart my computer (RESTART, not shut down. Any answers to shutting down won't apply, it boots just fine from shutting down) it boots to the BIOS splash screen asking me to go into bios. I let it sit there for upwards of an hour without it moving progress. It doesn't continue to boot to windows, it just hangs there unless I either A: go to bios or B: shut down my PC using the hardware button and boot it up normally. This isn't as much of a serious problem as it is an inconvenience, as many programs like to "Restart" the pc to full install, or to simply fix an issue to restart a pc. I c
