Windows 11 Windows 11 shows buttons 13-16 on my xbox elite controller but I can't seem to map the paddles to these independent buttons using the xbox accessories

I was just given an xbox elite controller series 2 and was excited at the possibility of having four extra buttons. I am not looking for macros or auto fire or any crazy automation. Just the ability to assign these four buttons to different mappings in game. My HOTAS setup has nearly 30 buttons which all get recognized independently when plugged in, my mouse has 10 buttons that all show up as mappable, windows 11 controller properties shows me buttons 13 through 16, but for the life of me I can't get the controller to trigger them. What is wrong with this damn thing?
