In Windows 10, the snipping tool worked pretty much exactly as you'd expect. You'd select a screen region to snip and the snipping window would appear (as the active window) populated with the screen shot which would be appropriately sized for the selected region size. So, if you took a relatively large screen shot, the snipping tool window would be large enough to render the shot at more or less the original size which made it simple to use the snipping tool's pen to add a hand-drawn arrow or circle to highlight something in the image.
