Windows 11 windows 11 system tray icons randomly hide themselves despite being set to on in taskbar

since wiping my pc, despite dragging them out of the hidden icon menu and/or setting them to "on" in the taskbar setting some apps like steam, discord or vr will randomly hide themself on next startup.
