Windows 11 Windows 11 taskbar not showing unless a program is running

Fresh Windows 11 upgrade from 10 here. I noticed the clock, date, wireless icon etc do not show unless at least 1 program I've installed is running. So I usually make Discord initialize on startup just so I can see that stuff. Is this by design or a bug/glitch?
