In Windows 11, taskbar has extremely small click-drag action distance detection. Just 3 pixels. If you press button down and then move the cursor further than 3px before pressing up, the desired input action (click) is simply ignored - discarded. In Windows 10, this wasn't the case. The input action would always register as click on button release regardless of how far you were from the button press down location, as long as you did not move a taskbar icon far enough (rearrange taskbar icon order).
