Windows 11 Windows 11 themes not appearing

I'm on windows 11 22h2, and I don't have any clues as to why this is happening. This happens on all my user accounts, even new ones. I go onto settings and it's just empty, there's no themes. I looked in the themes folder and its full of themes. This is all I know about the problem, and my screenshots aren't uploading.
