Windows 11 Windows 11: Unable to remove USB hard drive without shutting down

Hi,Windows 11, latest.I have an USB hard drive attached to the PC. In Windows 10, I can go to "Safely Remove Hardware and Eject Media" and Eject the drive. It may takes 2 tries but I will be able to eject it and then turn it off.In Windows 11, the eject never works. It always says "this device is currently in use". I have to shut down (or sleep) in order to turn off the drive.The drive LED shows no activity. Resource Monitor also shows no read/write on this drive.What am I missing?Thanks
