I did a clean install of windows 11 a few months ago because I had similar issues with windows 10. But after getting notified I could update to version 22H2, from 22H1, and trying to install it, I got error 0xC1900101-0x20017 with the message " The installation failed in the SAFE_OS phase with an error during BOOT operation. "After searching all over, it seems this is probably caused by a driver error, often printer drivers . I looked in setupact.log, and setuperr.log, but am not super technical and don't seem to find anything. And I don't have any printers connected.Here are some of the ways
