Windows 10 Windows 11 won't install because it says I don't meet the minimum requirements, but I do.

Initially I ran the PC health check that Windows Update told me to run, and I was told I am missing the TPM 2.0. I enabled the TPM 2.0 accordingly, and the PC Health Check App says I meet all the requirements to install Windows 11, however, Windows Update is still telling me I do not meet the minimum requirements.I restarted my PC, turned it off and on, triple checked the specifications, and I still can't figure out why Windows Update won't let me install Windows 11.
