I inherited a laptop with Windows 7. All works except no internet access. Connects ok to WiFi and has ip address. Also same problem using ethernet LAN adapter. Pings return 'General Failure'. I uninstalled the antivirus software, and disabled windows firewall. Tried flushing dns and resetting Winsock. Windows Troubleshooter cannot resolve. I suspect a security or firewall setting is the reason.

Completed each of the 7 steps listed there except for #2 "Configure Windows to prefer IPv4 over IPv6 in prefix policies" since Microsoft Easy Fix 21066 is no longer available.
I was initially unable to ping this computer, however after adding the following firewall rule I can now ping this computer from another computer on the same network:
netsh advfirewall firewall add rule name="ICMP Allow incoming V4 echo request" protocol=icmpv4:8,any dir=in action=allowHowever all pings still fail on failing computer
