So I've been noticing a lot of posts here saying the Free Upgrade has Ended and then giving instructions on clean reinstalling Windows 7 OEM or Windows 8.x OEM respectively. In practice all the activation mechanisms for Windows that Microsoft released with TH2/Build10586/Version 1511 still stand so the Free Upgrade remains available.
Initial Marketing Information
Windows 10 was released on the 29th of July 2015. Microsoft made it known that Windows 10 would be a Free Upgrade for those who took advantage of the Free Upgrade within the first year of release.
Theoretically the Free Upgrade should have ended on the 29th of July 2016 which has long passed.
Windows 7 OEM or Windows 8.x OEM to Windows 10 OEM RS2 - Initial Upgrade Install
With Windows 10 RS1 Microsoft released a temporary update which the Media Creation Tool Downloaded which asked for a Windows 10 only Product Key:
I left Feedback as a Windows Insider that this was an extremely bad idea only making life difficult for those that help out with Windows Installation. I'm glad to say they have removed this "update" with the Windows 10 RS2 Media Creation Tool and there is no prompt for a Windows 10 only Product Allowing through the Free Upgrade.

The English Language Upgrade Issue
Unfortunately the Upgrade Install still has the issue where it assumes all English Windows 7 OEM installs are English US:
The Upgrade this PC Now does not give one the option to install English UK even if UK regional/date & time/keyboard settings are applied. One has to Create Installation Media and Upgrade from it instead to get a proper English UK Upgrade:

Intel systems should have the latest version of Intel Management Engine Interface installed otherwise they will fail to come out of sleep.
Intel systems should have the latest version of Intel Rapid Storage Technology otherwise Disc Usage may be at 100 %.*
