Windows 11 Windows Apps Load in Different Positions Each Time

I have a fresh install of Windows 11 (that is updated to the latest version via system update). I've noticed some of my Microsoft apps are not staying in the last state I left them in, when I place them on a certain portion of the screen and then close the program. For example, If I use the Snipping Tool to grab a screenshot, the window starts slowly creeping upwards toward the top of the screen at each new load. Meaning, it'll be in one spot on the middle of the screen at one use, and the next time I open it, it'll be slightly higher. Eventually, the toolbar menu is entirely cut off
