Windows 10 Windows behaves as if Shift key is permanently pressed

I’ve had this problem for five days now, where windows behaves as if the shift key is permanently pressed. When I actually physically press the shift key, it types small letters, and when I don’t it, types capital letters and special characters over the number keys. Turning caps lock on has the opposite effect of what it should have. Trying to minimise or maximise a window results in a new tab opening, selecting one thing leads to a bunch of things getting selected, just like when a shift key is pressed.
