Windows 10 Windows bypasses DNS rules on Router

I have a small network that is configured, on Linksys router, to use an internal IP for DNS requests.Dnsmasq running on Raspberry PI. The requests are then redirected through a personal tunnel to a personal server running the DNS service.Everything is working great and I have no DNS leak at all even with a stress test.The Raspberry Pi went down last week. I was supposed to be without DNS, however, ONLY Windows OS managed to send the DNS requests to the ISP DNS server either using the browsers or via command line.
