Windows 11 "Windows cannot access the specified device, path, or file. You ay not have appropriate permissions to access item" when trying to open Notepad

This just started today. I get the above error message when I try to open Notpad.I've uninstalled it, and reinstalled it. then did the upgrade to the "newer" version of Notepad and get the same error. I can open the version of notepad that sits in C:/Windows but not the version that sits in C:/Program Files/WindowsApps. Should I just uninstall the notepad again, reinstall it but not use the "Newer version"? Its kind of annoying that when I opened the version in C:/Windows that it tells me there is a newer version.ThanksDan
