Windows 10 Windows can't find installation file in Downloads

I'm running Windows 10 on a Dell laptop. I had to rebuild my system, and I can't reinstall a third-party app (Driver Booster). When I run the downloaded file (which is in "Downloads), I get the error message I've attached. I've had no trouble with installing other downloads--just this one. As far as I can tell, my permissions are OK. What exactly must I do to reinstall the app?Thanks.
