Windows 10 Windows cmd networks - MTU

Hi guys, ping www.youtube.com -f -l 1364 that appears to be max MTU but on my device is set to 1500 when I entered and command netsh interface ipv4 show subinterfaces in cmd.also any idea on what -f and -l stands for what and why should I include it in checking for MTU in command cmd?also I can see that ping www.youtube.com -f -l 1380 Pinging youtube-ui.l.google.com ip address with 1380 bytes of data: Packet needs to be fragmented. messageplease help me, out much appreciate if you can:)
